Governor Steve Beshear needs your help.

Here are a few of my suggestions: 1) Let the sunshine in; 2) Streamline government procurement process; 3) Outsource many government services and contracts, to the private sector through a "tightly controlled COMPETITIVE OPEN bidding lowest bidder gets it" contracting process; and, let an independent body control the rainy day funds or do away with it.
