We have to wait and see how this investigation plays out.
Other than fines up to $5000.00 for each violation by each individual, it is worth asking if the continuing battle that will probably last through the courts is worth it to everyone involved.
It should be a GREAT move for each side to sit down together and come up with an agreement that is mutually acceptable.
Now that will be a resolution ALL will agree will be palatable -- short of making it harder for state employees to violate the merit system laws (assuming this was what happened here) and making the punishment for such a violation MORE SEVERE.
