Representative Hoover files Legislation to Shed Light on State Contracts
Frankfort, KY- Today, House Minority Floor Leader Jeff Hoover filed legislation to increase governmental transparency in relation to executive branch personal service contracts.
House Bill 387 would direct all cabinets, departments, bureaus, divisions and sections of state government to report to the Personnel Cabinet the number of all full-time classified, unclassified and contract employees. This report will be submitted to the Legislative Research Commission within 15 days after the effective date of this act and on a quarterly basis thereafter.
Representative Hoover said of this legislation, “By creating a centralized depository for this information, the legislature will be able to shed light on the shadow government that currently exists in our Commonwealth.”
This morning, the Courier-Journal reported House Speaker Greg Stumbo as saying House leaders are looking to cut state contracts to help offset an estimated $1.5 billion budget shortfall that legislators have been asked to address this biennium.
“I applaud Speaker Stumbo for being willing to examine this area of state government more thoroughly,” added Representative Hoover. “It is my intent for this legislation to provide the General Assembly with more detailed information as we proceed with the budget process.”
