This is a terrible cartoon. Richard Reid's attempt happened on Bush's watch and the DHS doesn't handle security on flights originating overseas, so the security breakdown is on Nigerian and Dutch officials. The only one that could even remotely be pinned on DHS would be the failed attempt in Times Square. Terrible cartoon from an idiot cartoonist.
