Proposal would push back selection of running mate until after primary election
FRANKFORT, Ky. (December 12, 2011) – Representative Mike Harmon, R-Danville (54th District) announced today he has filed legislation for the 2012 Regular Session that would move the requirement of gubernatorial candidates to select a running mate until after the May primary election.
“I think people are comfortable with the way we elect a President and Vice President and this mirrors that process on the state level. It allows parties to put forth the most qualified candidates for both offices in the General Election,” said Rep. Harmon. “It is my hope that these proposed changes will in some part reduce voter apathy and gets more people engaged in having their voices heard.”
In addition to changing the way candidates for Lt. Governor are selected, Rep. Harmon’s bill would also ban legislative agents, also known as lobbyists, from contributing to any candidate for Governor, Lt. Governor, and their campaign slate or campaign committee. This would create a level playing field for all candidates.
The winning gubernatorial candidate for their respective political party would be required to name their running mate and file paperwork with the Secretary of State’s office by 4 p.m. on the fourth Tuesday following Kentucky’s primary election in preparation for the November general election. If the gubernatorial candidate fails to select a running mate by the deadline, the governing body of the candidate’s respective party would then select someone to be their nominee for Lt. Governor and notify the Secretary of State’s office within one week after a vacancy has been declared.
It would also allow a gubernatorial candidate the ability to select a replacement candidate for Lt. Governor on their slate if the original candidate dies, is declared ineligible for the office, or has a severe disabling condition.
The bill is pre-filed as BR 327 for the 2012 Regular Session.
