Political group received $4.1 million from David Williams' father-in-law

FRANKFORT, KY. — A conservative political committee that supported Republican David Williams in this year’s gubernatorial election raised $830,000 in the closing weeks of the campaign, thanks largely to contributions from his father-in-law.

A 30-day post election report filed with the Kentucky Registry of Election Finance on Wednesday shows that Terry Stephens, a Russell Springs businessman, contributed more than $1 million to Restoring America Inc. on Nov. 1.

The group was formed this summer in an effort to shield the identities of donors to the Restoring America campaign committee, which bought widespread ads to promote Williams’ candidacy and criticize his Democratic opponent, Gov. Steve Beshear.

Stevens has given the group more than $4.1 million, most of which was transferred to the campaign committee for the election. Another group, Building A Better Ohio Inc., also gave Restoring America Inc. close to $200,000 on Nov. 1.

The committee’s report noted that funds for activities outside the jurisdiction of the Registry of Election Finance were not transferred to the committee from Restoring America Inc. and were not included in Wednesday’s $3.6 million total for the committee.

Campaign committees like Restoring America are allowed to collect unlimited funds from individuals and corporations, but state law caps individual contributions to specific candidates at $1,000 and prohibits corporate donations.

Restoring America’s efforts in the election served as the largest funding stream in support of Williams, and the campaign committee had argued that revealing identities of its corporate backers was not required.

The Kentucky Democratic Party fought that assertion in a lawsuit, eventually prompting the group to disclose its donors.

Williams’ report to the registry Wednesday shows that he raised $49,000 in the final two weeks of the campaign, bringing his total for the election to $1.1 million. He spent all but $24,000.

Beshear fared far better, collecting $217,000 in the final weeks and increasing his general election total to more than $7 million, of which he spent close to $6.9 million. He raised more than $10 million, including funds from his uncontested primary.

Independent candidate Gatewood Galbraith reported raising $6,200 for a total of $178,000 during the election. He reported an ending balance of $2,000.
