Kentucky Legislative happening: Senate passes SB 1 to "neuter" CATS, sends measure to House. Governor has promised a veto.

The State Senate has passed SB 1, the bill to replace the Commonwealth Accountability Testing System with nationally normed multiple-choice tests. (Governor Steve Beshear opposes the bill, and has promised to veto it)

According to Senate President, David Williams, who sponsored the bill, teachers spend too much time teaching the test and that many of them want it changed.

From my experience, I agree with David Williams that CATS FORCES teachers to "game the system" and teach the test for the recognition and the BONUS money.

And teachers HATE CATS.

Whether or not we need to "NEUTER" the CATS, as the Senate wants to do, or "open [our] eyes [and acknowledge] that there are flaws in the testing system," and change CATS, as Senate Minority Leader Ed Worley stated, remains to be seen.

The fact that the Senate voted along party lines to approve the bill, suggests that the House may do the same to save CATS. It shouldn't.

CATS is FLAWED and deserves a re-do.

Stay tuned for more.
