That's not a "much clearer picture" as the video is started after the shot - the lady is not the on the way down yet in the picture. However, nothing conclusive can be made from a snapshot - stopped moments can look like all kinds of things they aren't. The President deserves the benefit of the doubt on this one.
It's better to focus on the socialist policies he's been enacting and continues to try to enact and the mountain of debt he's accumulating rather than something trivial like this.
