Legislation Increasing the Transparency of State Government Wins House Approval

Today, the House of Representatives approved legislation, sponsored by House Republican Floor Leader Jeff Hoover, which would play a pertinent role in guiding legislators as they move forward with the 2010-2012 budget bill.

Legislation Increasing the Transparency of State Government Wins House Approval

Frankfort, KY- The House of Representatives overwhelmingly approved a measure extending governmental transparency to cover executive branch personal service contracts.

Under House Bill 387, sponsored by House Republican Floor Leader Jeff Hoover (R-Jamestown), all cabinets and departments within state government would be directed to report the number of all full-time classified, unclassified and contract employees to the Personnel Cabinet. This report will initially be submitted to the Legislative Research Commission within 15 days after the date specified in this act and then on a quarterly basis.

Representative Hoover said of this legislation, “By creating a centralized depository for this information, the legislature will be able to shed light on the shadow government that currently exists in our Commonwealth.”

As Kentucky faces a $1.5 billion budget shortfall, Representative Hoover aims for this legislation to serve as guide in providing his colleagues in the General Assembly with more detailed information as they move ahead with the budget process.

Receiving 99-0 passage, House Bill 387 now heads to Senate.
