Russell found, arrested on forgery charge
Officials began searching for constable Thursday

The U.S. Marshal’s Task Force and the Warren County Sheriff’s Office found and arrested Warren County District 2 Constable Charles Allen Russell on Tuesday morning.
Russell, 46, 730 Fairview Ave., Suite 4, was wanted after a Warren County grand jury indicted him Sept. 7 on charges of second-degree forgery and first-degree official misconduct.
Russell was found at 287 N. Campbell Road in the home of a friend at Green Valley Mobile Home Park, Chief Deputy Tommy Smith said.
“We had been looking for him since last Thursday. We went to his residence several times and he wasn’t there,” Smith said.
The indictment alleges Russell committed official misconduct when he “forged a check to himself that was made payable to the Warren County Sheriff’s Department and failed to serve the court documents that were the object of the check in question.”
The forgery charge is based on the same incident. Russell is accused of cashing a check from Bluegrass Check Advance for $150, according to the indictment.
If Russell is convicted of official misconduct, then by law, Russell’s District 2 constable position will be considered vacant.
A constable is an elected law enforcement officer with the same law enforcement powers as the sheriff. Kentucky’s 1850 constitution created the office of constable. The constitution requires the election of one constable in each magisterial district. Warren County has six constables.
Russell is not a member of the newly formed Warren County Constable Association, a group that three of the county’s constables created for themselves and their deputy constables to ensure that members conduct themselves professionally and adhere to a code of ethics.
“It’s unfortunate that it happened,” Warren County Constable Association President Rick Bruce said. “But Mr. Russell is not a member of the Warren County Constable Association where the members sign and agree to a code of ethics very much like the National Constables & Marshals Association code of ethics.
“I hope the general public does not look at all constables like this because we try to run a very professional agency,” added Bruce, who is the District 4 constable.
Russell was in the Warren County Regional Jail. His bond is set at $5,000 cash.
Russell is also awaiting trial on a 2010 theft by deception indictment that alleges that he wrote a check for $937.40 to the city of Bowling Green on an account that was closed, according to court records.
Russell will be arrainged at 9 a.m. Thursday in Warren Circuit Court Division I, where a pretrial conference will be set for the 2010 case and the newest charges against him.
