Nighbert testifies he alone, not Fletcher, fired Duncan.

Transportation Cabinet Secretary, Bill Nighbert, testified today before the personel board, that he alone fired Mike Duncan, the Cabinet's former Deputy Inspector General, and Gov. Fletcher had nothing to do with it. This statement, as John Stemper of the Herald-Leader points out, contradicts statement made by others implicated in the merit hiring investigations.
