Study: alcohol and tobacco WORSE than some illegal drugs ...
... so why are alcohol and tobacco not BANNED substances and the lesser dangerous "drugs" legal?.

I guess for the same reason that we can't get di-hydrogen monoxide (H20) banned even though it has led to the death of millions of people.
So what is THAT reason?
Because, even though it can be very, very bad for you, it's tough to ban water. Even limit its uses to non-dangerous limits. Alcohol, for one, has some very beneficial uses.
Also, I really hate the "gumment" stepping in to control every unhealthy decision I make. While other "drugs" may be less lethal, the social consequences of their use is dreadful.

What are those social consequences" of -- say weed -- compared to the same for -- say alcohol --, if you believe the study's theory?
Well, the only problem is that I wouldn't rightly call that a study per se. It's more of a survey. Actually, it's exactly a survey. I think that if one were to look at the "gateway" aspects of "weed" as well as the possibility of ecstacy to cause severe heart complications, date-rapes, etc. I'd have to bluntly disagree with the "experts" involved in the survey.
... and alcohol is not a "gateway" thing and I guess tobacco does wonders for your heart and lungs, right?
