Kentucky gets serious about education, tells high school students "No pass No Drive".

Kentucky is getting serious about education. A new law that went into effect today, called the the No Pass/No Drive Law, permits the state DOT to revoke or deny licenses to 16 and 17 year olds who fall short of academic standards, or who accumulate nine or more unexcused absences, drop out of school or fail at least four courses or the equivalent in the previous semester.

Good law, but will it work?

I don't think it will work any better than it did the last time we tried it. Kids who drop out have their licenses suspended but they keep driving. When they get pulled over they plead for a hardship exemption and tend to get one. The kids with no motivation need to be completely free to drop out rather than continue to be a distraction to the learning process for others. What we need to do to motivate kids is raise the standards -- and the money -- for KEES scholarships. But any change to that program must do something to keep kids from loading up on easy classes. Higher payment for AP classes, perhaps.

Bottom line is "no pass, no drive" is good primarily for teaching unmotivated kids how to game the system.

So well state, David. You know what else? Once the kids turn 18, they can tell us where to go. The law should be able to motivate some (who actually are rabid about driving), but the rest will "game the system" as you correctly stated. It will end up being one of those legislative "feel good" measures that Legislators pride themselves on passing, I'm AFRAID!
