Kentucky is economically WORSE off NOW for businesses than it was in 2004.
That is according to 2008 State Business Tax Climate Index.

What is the gist of the report? Well the report shows Kentucky ranked 36th (out of 50 states) BEST for business in the nation for business, and with an UNFRIENDLY corporate tax climate (ranked 39th friendliest out of the 50 states).
In 2004, Kentucky was very business friendly (compared to NOW), achieving a ranking of 30th and 22nd, respectively!
