Forgive my cynicism, but I suspect the only limitation that Greg Stumbo and the rest of the Inspector Javert gang at the AG's office were concerned with was the limitation of political mileage. Stumbo's ridden that horse a lot farther than he should have been able to.
The "misdemeanors" are probably "time-barred" as Stumbo says, but whether or not felonies could have been found remain an open question -- especially if one sees politics in ALL that Stubo is doing on the issue.
