Did CNN just say that?

I was sitting here watching the news to get a glimpse of General David Petraeus' testimony -- eh, being show boated by politicians on Capitol Hill, since I missed all of it yesterday and a lot of it today -- only to be informed by the CNN announcer that the Iraq government is operating in a SURPLUS and we are operating in a HUMONGOUS deficit attributable to a large extent to the Iraq war.

My question is: why is Iraq NOT spending some of their surplus to help pay for the war?

Am I missing something here?
