School chief linked to Felner will leave for new job
Says controversy over doctorate unrelated

John Deasy, who got a doctorate from the University of Louisville after being enrolled only one semester, is leaving his job as superintendent of the Prince George's County (Md.) Public Schools to become deputy director of the Bill and Melinda Gates Foundation.

But Deasy, who announced the move in a statement yesterday, said his departure has nothing to do with UofL's investigation of how he got his doctorate so quickly.

"I've been honored to work with the Prince George's County Board of Education and with extraordinary young people, parents and teachers," said Deasy, who is scheduled to begin his new job Feb.1.

He will focus on promoting policies and practices "designed to ensure that all students graduate high school with the knowledge and skills they need to succeed in college," according to a statement from the foundation.

Foundation spokesman Chris Williams said in an interview that Deasy has "a solid track record. ... We are confident in John's ability to lead and his credentials.

"We are hiring him because his work has produced real results for minority and low-income students in Prince George's County."

The Courier-Journal and WHAS-TV reported last month that Deasy, when he was superintendent of California's Santa Monica-Malibu Unified School District, was awarded a doctorate in philosophy from UofL in 2004 after being enrolled for only nine credit hours.

That's an apparent violation of a rule requiring doctoral candidates at UofL to spend at least two years studying there, including at least one in full-time residency.

In its story last month, the newspaper noted that former UofL education dean Robert Felner, who is now under investigation by federal agencies for allegedly misappropriating federal grant money, was chairman of Deasy's dissertation committee.

Two years earlier, Deasy persuaded his school board to approve a three-year, $125,000-per-year contract with Felner's National Center on Public Education and Social Policy to conduct surveys in the California school district.

Deasy, through a spokesman, has said there is no connection between his doctorate and the awarding of the contract to Felner's center. Scott C. Cox, Felner's attorney, has also said that is the case.

But after the newspaper story's publication, UofL President James Ramsey appointed a committee of educators and others to investigate whether Deasy's degree was improperly awarded.

Yesterday, Deasy said his move from Maryland's second-largest school district to one of the world largest philanthropies had been in the works for months.

And John White, a spokesman for the Maryland school district, said the departure has nothing to do with disclosures about Deasy's degree.

Members of the Prince George's County school board had supported Deasy in the wake of stories about the degree and said they were awaiting results of the UofL investigation.

Felner, who came to UofL in 2003, resigned as dean in June to take a job in Wisconsin. He withdrew from that position after news of the federal investigation became public.

U.S. Attorney David Huber said yesterday the federal investigation is expected to conclude this month.

Editor's comment: It sounds like the school district got QUEASY over DEASY.

And that last paragraph in the story portends upset stomack for someone or someones.
