Bush doesn't want Petraeus to give his "surge" report in public. What gives?

President Bush doesn't want General David Petraeus to give his "surge" report in public thereby setting a clash of sorts between him and some Congressional Leaders. Could the administration's stance possibly portend what is coming on September 15th?
