In the transcript, Justice said the two political figures committed the same kind of vote fraud as state Sen. Johnny Ray Turner, D-Drift. Turner pleaded guilty in December 2006 to a misdemeanor violation of allowing his campaign to make expenditures for the purpose of influencing voters.

As evidence, Justice mentioned that no campaign materials or signs were purchased for workers to hand out.

Justice said Stumbo instructed Thompson to pick up the campaign checks from her, and that Thompson decided to whom they'd be made out.

"...We paid people to do jobs that we didn't have jobs to do," she said.

Justice turned over records and memos to the FBI, but Kidd said in the transcript that the documents did not prove Stumbo or Thompson did anything illegal.

"...My boss and the prosecutor looked through that stuff and said there really wouldn't anything there," Kidd said to Justice in the transcript.
