What are they REALLY saying?: Local tax option.

This category is a new category that allows me to tell the voters out there what the politicians are REALLY saying. I start by analyzing these responses from the candidates on the local tax option posed to them by Pol watchers. Here we go:

Republicans:
Billy Harper "support(s) local communities that decide to raise their local taxes", but only with a constitutional amendment ensuring tax neutrality.
Anne Northup supports a non-mandatory "need [for] more [local taxing] options to fund necessary local programs", but with "a ballot referendum [approved by] voters."
Ernie Fletcher "supports local [taxing] control, but [opposes] any new taxes."

Democrats:
Gatewood Galbrait opposes the local option because he "believe[s] in keeping the government out of ()our pocketbook".
Bruce Lunsford opposes "(t)his ... tax increase" ... and wants "(t)he legislature [to] provide ... funding to local governments."
Johnathan Miller, who originated the idea, says NOW he's "not in favor of any increase in local government taxes," which he claims "is precisely the OPPOSITE of what I said and continue to believe."
Jody Richards wants "[i]nstead of altering the constitution, as this approach requires, ... to give local governments greater ability to establish tax-increment financing districts."
Steve Beshear supports the idea, and thinks "it should be placed on the ballot for the people to decide."
Steve Henry and Otis Hemsley did not respond.
So there you have it deciphered.

The Republicans OPPOSE it (local taxing options), though Harper and Fletcher will allow it if it doesn't raise taxes, and Northup will leave it up to local voters to decide.

The Democrats (Galbraith and Lunsford (and NOW Miller?)) oppose it (local taxing options), but Richards supports some form of it and Beshear will let local voters decide it. Henry and Hemsley didn't respond!
