Billy Harper calls for "open enrollment in every school district".

Billy Harper, the third candidate in the Republican gubernatorial primary, issued a press release calling for an "open enrollment in every Kentucky school district" citing a the results of a Bluegrass Institute survey. It is not known where the other candidates stand on this issue. Here's what Harper's release said:

"I believe Kentucky parents finally deserve a real say in where their children attend school," said Harper. "It’s not about labeling schools as good or bad. It’s about competition and specialization and holding schools and teachers accountable."

Is open enrollment a good idea worth implementing or is it a bad one?
