Appeals Court vindicates Fletcher in Murray State Regent Board dispute.

The state Court of Appeals, in a 2-1 decision, has ruled that the Governor can reject a list of nominees submitted to him by the Governor's Postsecondary Education Nominating
Committee and request another -- in this case, the appointment to the Murray State Board of Regents was eventually made on a third submission of names, and Court of Appeals Judge, Jeff Taylor.
